Scott Kellen
Scott Kellen is a retired Navy Supply Corps Officer and Federal employee with extensive knowledge and expertise in software development, maintenance and acquisition program management. During his distinguished military career, he has served as an engineer and logistics officer where he gained knowledge within finance and accounting, maintenance and repair as well as logistics operations.
As the Comptroller for a joint task force, he was responsible for the administration and oversight of budgetary and financial auditing functions to ensure compliance with statutes and applicable regulations and developed needed financial management procedures to support operational plans which supported multiple civil affairs projects throughout East Africa. He was also the principle financial management advisor to the joint task force commander.
He has served as the chairman of multiple federal source selection evaluation boards resulting in the award of more than $167M in federal contracts. Experience developing contractual documents and contract management tasks, including performance-based Statement(s) of Objectives and integrated project schedules, and overseeing IT Service Management acquisition lifecycle processes. As the Change Management Process Owner, he was responsible for the approval of proposed changes to the process and development of process improvement plans.
Scott worked with several federal contractors serving in a variety of roles that leveraged his experience. He led engineering analysis of more than 30 identified logistics and deployment support systems to effect strategic decisions regarding the upgrade and enhancement of legacy mainframe systems and reduce redundancies among stand-alone logistics support systems. He advised senior business leaders on operational issues related to scheduling and network performance service level agreements (SLAs) and provided process improvement recommendations.
He managed a $29M per annum general merchandise retail store responsible for increasing sales, controlling costs, managing expenses, developing and leading high-performing teams, executing operational plans according to strict schedules and maximizing profits. He was responsible for recruiting, hiring, training and developing junior managers for promotion and for assuming greater levels of responsibility within the company by prioritizing work streams and training them to plan and execute work based upon priorities set by himself and senior management. As the College Campus Recruiting Coordinator for seven area universities, his leadership resulted in identifying 59 high-quality executive team hires.
Scott managed a national team, which deployed the world’s largest Point Of Sale Hardware and Software solution in support of USPS retail operation goals. He was responsible for the overall site selection and evaluation, equipment procurement, delivery and installation as well as resource planning and scheduling in support of location conversion activities. He successfully converted over 3,900 post offices and more than 40,000 workstations ahead of schedule.
